St. Paul’s decision not to charge demonstrators is raising questions about whether the case should have been handled outside City Hall.
St. Paul City Attorney Irene Kao on Wednesday declined to file state criminal charges against dozens of demonstrators who disrupted a Jan. 18 service at Cities Church. Among them was Jamael Lundy, who is married to City Councilmember Anika Bowie.
