MINNEAPOLIS — After surrendering his passport, Ibrahim Abdi walked out of federal court a free man Thursday afternoon.

According to court records, Abdi and his business partner, Muhammad Omar, own North Home Health Care.

Between 2022 and 2025, court records show the two men filed more than $3.3 million in fraudulent claims through the Housing Stabilization Services Program through Medicaid.

A criminal complaint says the two men claimed to provide 92 hours of service to a client who was already dead.

Abdi and Omar are both accused of spending some of the money on real estate in Kenya.
